(A) The compensation of officers and employees may be determined by motion or resolution adopted by the City Council and may be changed at any time in the same manner.
(B) The salary or emoluments of any officer elected or appointed for a definite term shall not be changed after his or her election or appointment or during his or her term of office unless by operation of an ordinance passed prior to such election or appointment. This section shall not apply to officers chosen for indefinite terms, nor to employees.
