(A) The Mayor, subject to any directions given by the Council by motion or resolution, may determine the location of passenger and freight curb loading zones and shall have placed and maintained appropriate signs indicating the zones and stating the hours during which the provisions of this section are applicable.
(B) No person shall stand or park a vehicle in violation of signs erected in accordance with this section.
(C) If any loading zone is established on request of any person, the signs shall not be placed until
the applicant pays to the city an amount of money estimated by the City Council to be adequate to reimburse the city for all costs of establishing and signing the same.
