The Council members shall be residents and registered voters of the city. The Council members from wards shall be actual residents of their respective wards at the time of their candidacy and election; but removal of a Council member from one ward to another within the city after his or her election, or a change in ward boundaries, shall not disqualify him or her from completing the term for which he or she was elected. Any person that has reached the age of 18 is eligible to serve as a Council member, provided that such person has not been convicted of a felony.
