§ 30.02 ELECTIONS.
   (A)   Officers to be elected; terms.
      (1)   In statutory Council-Manager city, the terms of the elected officers shall be staggered so that at any one general municipal election, the following officers are to be elected for four-year terms: Council members from Wards One and Two.
      (2)   At the next general municipal election, the following officers are to be elected for four-year terms:
         (a)   Council members from Wards Three and Four; and
         (b)   The Council member at large.
   (B)   Non-partisan elections; residency requirements. All elections for city office are non-partisan. General elections are held on the first Tuesday in April of each odd-numbered year. Residency requirements in state law shall apply; including, but not limited to, the requirement That Council members shall be residents of their respective wards. Municipal elected officials, including those from wards as well as at large, shall be elected at large by the registered voters of the entire municipality.
   (C)   At general municipal elections, the successors of the officers whose terms are expiring shall be elected for four-year terms.
