§ 30.01 COUNCIL-MANAGER FORM OF GOVERNMENT.
   (A)   The city is governed by the statutory Council-Manager form of government. The city shall have all the powers, functions, rights, privileges, franchises, and immunities granted, or which may be granted, to cities.
   (B)   Such powers shall be exercised in accordance with the statutory Council-Manager form of government.
