(A) Scope of regulations. The off-street parking requirements and off-street loading requirements of this section shall apply within all zoning districts, except the CBD District.
(B) Computation. When in the process of determining the number of off-street parking and loading spaces there occurs a fraction of a space, such fraction shall be deemed as a requirement for an additional whole space. The parking requirements for a use not specifically mentioned herein shall be the same as required for a use of similar nature as determined by the Planning Commission.
(C) Site plan. All plans submitted for a building permit on residential developments exceeding R-2 density and all other developments requiring parking spaces or loading facilities shall include a site plan approved by the Planning Commission. The site plan shall be a part of the building permit and no certificate of occupancy shall be issued until all items shown on the site plan for parking and loading facilities have been completed. The plot plan should include at least the following:
(1) Zoning, setbacks and statement of use;
(2) North point and scale;
(3) All adjacent streets and alleys;
(4) Sidewalks, curbs, gutters and street trees;
(5) Entire ownership of lot or parcel being developed;
(6) Completely dimensioned parking lay- outs;
(7) All parking spaces clearly marked;
(8) Owner’s name and current address; and
(9) Description of surface; asphalt, class five and the like.
(D) Parking of commercial vehicles or equipment. No commercial vehicles or equipment exceeding 9,000 pounds gross weight shall be parked, stored or otherwise continued in a residential district for a maximum of 24 hours unless in a completely enclosed structure or unless they are being used in conjunction with a legitimate service being rendered for the benefit of the residential premises.
(E) Parking and storage of certain vehicles. Automotive vehicles or trailers of any kind or type without current legal license plates or those inoperable shall not be parked or stored on any residentially zoned property other than in completely enclosed buildings.
(F) Reduction and use of parking and loading space. Off-street parking and loading facilities provided to comply with required parking area under this chapter shall not subsequently be reduced below the requirements of this chapter unless a conditional use permit is applied for and a fee paid ($75). The extent of the reduction of required parking area will be considered by the Planning Commission. In its consideration, the Planning Commission will study, but not be limited to:
(1) The on-street parking available by the site;
(2) The expected usage of the site and parking demand;
(3) Surrounding land uses and zone districts; and
(4) The provisions of this chapter affecting the parking lot or loading area.
(G) Screening and landscaping. All open automobile parking areas containing more than six parking spaces shall be effectively screened on each side adjoining or fronting on any property situated in a residence district or any institutional premises by a wall, fence, densely-planted compact hedge, trees or other effective screen not less than five feet, nor more than eight feet in height as determined by the Planning Commission. However, the Planning Commission and City Council may waive this requirement if the closest point of the parking area is at least 75 feet from the nearest residential property line. By mutual consent of all abutting residential property owners, this screening required may be waived.
(H) Lighting. Any lighting used to illuminate off-street parking areas shall be directed away from residential properties and public streets in such a way as not to create a nuisance.
(I) Signs. Accessory signs shall be permitted on parking areas in accordance with the provisions specified under each zoning district.
(J) Table of parking requirements. Each single automobile parking space shall use 180 square feet as a recommended area.

(K) Joint parking. Provision of joint parking areas for several uses in the same block or in the same vicinity is permissible, in which case the number of stalls required shall be the sum total of the individual requirements; provided that, where it is found by the Planning Commission, upon application thereto, that the parking demand generated by the different uses included in any joint arrangement to provide parking stalls required herein occurs at distinctly different times, as in the case of a store generating demand for parking during its daytime business hours and thereafter generating peak demand for parking after such daytime hours and, in similar cases, the agency may recommend to reduce the total number of parking stalls to be jointly provided.
(L) Central loading. Central loading facilities may be substituted for loading berths on the individual zoning lots; provided, the following conditions are fulfilled.
(1) Each zoning lot served shall have direct access to the central loading area without crossing streets or alleys at grade.
(2) Total berths provided shall meet the requirements based on the sum of the several types of uses served. Area of types of uses may be totaled before computing number of loading berths.
(3) No zoning lot served shall be more than 500 feet removed from the central loading zone area.
(4) The tunnel or ramp connecting the central loading area with the zoning lot served shall not be less than seven feet in width and have a clearance of not less than seven feet.
