§ 153.10 SUBSTITUTION CLAUSE.
   (A)   (1)   The owner of any sign otherwise allowed by this chapter may substitute non- commercial copy in lieu of any other commercial or non-commercial copy.
      (2)   This substitution of copy may be made without any additional approval or permitting.
   (B)   The purpose of this section is to prevent the inadvertent favoring of commercial speech over non-commercial speech or favoring of any particular non-commercial message over any other non-commercial message.
   (C)   This section prevails over any more specific provision to the contrary.
