A Liquor Store Commission is hereby established. The Commission shall consist of five members, two of whom shall be members of the City Council, to be appointed by the City Council. The terms shall be for four years, except two of the members of the first Board shall be appointed for two- year terms and three shall be appointed for four-year terms. All terms will expire on December 31. Vacancies on the Commission shall be filled by the City Council for the remaining term of the position becoming vacant. Unless appointed as members, the Mayor and Clerk-Administrator shall serve as ex- officio members without the power to vote.
