The Commission shall elect a Chairperson from among its appointed members for a term of one year, and the Commission may create and fill such offices as it may determine. The Clerk-Administrator shall act as Secretary for the Planning Commission, but he or she shall not be a member thereof unless duly appointed by the Council as a member-representative on said Commission. The Commission shall hold at least one regular meeting each month if there is business to transact; adopt rules for the transaction of business and keep a record of its proceedings; on or before January 1 of each year make and submit to the City Council a report of its work and proceedings during the preceding year; and periodically make such reports to the City Council as it deems proper.
