Such Planning Commission shall consist of nine members to be appointed by the City Council, who shall hold office for three years, except those of the first Board, whose terms shall be staggered as appointed by the Council for terms of one, two and three years. Members shall be city residents, owners of property within the city or owners of a business in the city. All terms are to expire on December 31. Hereafter, appointments shall be made for three-year terms. One member of the City Council shall be appointed to the Planning Commission.
