§ 33.07 POWERS AND DUTIES.
   (A)   Policies and procedures. The Board shall make and adopt such policies and procedures as are necessary for the performance of its duties, for their guidance and for the management of all municipal property and facilities set aside for park and recreation purposes. Such policies and procedures shall be submitted to and approved by the City Council.
   (B)   Employees. The Board may employ necessary personnel and fix their compensation. (See M.S. § 412.521(2), as it may be amended from time to time.)
   (C)   Construction contracts. The Board may recommend to the City Council the construction of roadways, paths, recreation areas, buildings, fountains, docks, restrooms, refreshment booths, pavilions and other necessary structures and improvements for park and recreation purposes.
   (D)   Purchase of supplies, equipment and services. The Board may authorize the city’s Park and Recreation Department staff to purchase necessary materials, supplies, equipment and services which are allowable in accordance to its annual budget after same is approved by the City Council with the approved city budget. An annual budget shall be submitted to the City Council by September 1 each year.
   (E)   Maintenance. The Board shall maintain, beautify and care for the park and recreation property and facilities.
   (F)   Other duties. The Board shall perform other duties as from time to time may be prescribed by the City Council.
