(A) The term LEGION PARK, as used in this section, is hereby defined as the area bounded by property identified by PID 40.5009.000 to the west, the Burlington Northern railroad tracks on the east, 3rd Street NE on the south and the Grindstone River on the north, and includes the playground, picnic shelter, parking lot, restrooms and undeveloped areas.
(B) It shall be unlawful for any person or persons to loiter or otherwise use the Legion Park area between the hours of 10:00 p.m. and 8:00 a.m. for any purpose other than to pass through the area, except by permit granted by the City Council.
