(A) The term WESTSIDE PARK, as used in this section, is hereby defined to be the area bounded by Dunn Avenue on the west, the Burlington Northern switching tracks on the east, 3rd Street S.W. on the south and the Main Street Foot Path between Highway 61 and Dunn Avenue on the north, and includes the playground, picnic shelter, parking lot and softball fields.
(B) It shall be unlawful for any person or persons to loiter or otherwise use the West Side Park area between the hours of 10:00 p.m. and 8:00 a.m. for any purpose other than to pass through the area, except by permit granted by the City Council.
