§ 31.36 CITY CLERK/TREASURER.
   (A)   The city hereby establishes the office of the City Clerk/Treasurer.
   (B)   The office of City Clerk/Treasurer may, by ordinance, be combined with any other non-elected city office by inclusion of the title and duties of such office.
   (C)   The duties and responsibilities of the City Clerk/Treasurer shall include, but are not limited to the following:
      (1)   Maintenance and safekeeping of the permanent records of the city;
      (2)   Performance of the duties required of the "official custodian" or "custodian" pursuant to KRS 61.870 through 61.882;
      (3)   Possession of the seal of the city if used;
      (4)   Establishing City Council agenda;
      (5)   Maintaining ordinance books and executive orders;
      (6)   Collecting all accounts receivable by the city and receiving all bills or charges against the city;
      (7)   Handling routine complaints, correspondence, regular inquiries not involving action by the City Council;
      (8)   Assisting in preparing the annual budget.
      (9)   Receiving and receipting all taxes due the city.
      (10)   Completing all clerical work required by the Mayor and/or City Councilmembers.
      (11)   Filing required Federal and/or State Government Forms.
      (12)   Accounting for all city revenues
      (13)   Preparing city payroll and maintaining records.
      (14)   Preparing monthly financial reports.
      (15)   Maintaining all financial reports in conformity to the adoptive budget; and
      (16)   No later than January 31 of each year, mail to the Department for Local Government, a list containing current city information including, but not limited to, the following:
         (a)   The correct name of the Mayor, legislative body members, and the following appointed officials who are serving as of January 1 of each year:
            i.   City Clerk;
            ii.   City Treasurer;
            iii.   City Manager;
            iv.   City Attorney;
            v.   Finance Director;
            vi.   Police Chief;
            vii.   Fire Chief; and
            viii.   Public Works Director
         (b)   The correct name of the city; mailing address for City Hall, and telephone number of the City Hall; and
         (c)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m.
      (17)   Performance of any other duties and responsibilities required of the City Clerk/Treasurer by statue or ordinance.

   (D)   Compensation shall be in the amount as established by the City Council from time to time as set forth in § 31.02.
   (E)   No person shall be appointed or act as the City Clerk/Treasurer unless such person has taken the oath required by section 228 of the Constitution of the Commonwealth of Kentucky and has provided bond, if required, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.
   (F)   The applicant for this position shall have graduated from high school; have one year's experience in bookkeeping or related fields and two years' experience in clerical work; and be over twenty-one (21) years of age.
   (G)   This position shall exist until abolished by the City Council by appropriate action.
