§ 31.38 CITATION OFFICER AND ALCOHOLIC BEVERAGE CONTROL ADMINISTRATOR.
   (A)   Duties. The Citation Officer and Alcoholic Beverage Control Administrator shall be responsible for:
      (1)   Enforcing all of the requirements of any City of Hillview ordinance and all appropriate Kentucky Revised Statutes dealing with the protection of the public or relating to alcoholic beverages, except for offenses which constitute a violation of the Kentucky Penal Code or a moving motor vehicle offense.
      (2)   The enforcement of all administrative regulations relating to alcoholic beverages, excluding traffic offenses.
      (3)   Directing the preparation of necessary records and files relating to alcoholic beverages, excluding traffic offenses.
      (4)   Maintaining all records relating to the operation of the Office.
      (5)   Filing any and all federal and/or state forms necessary to fulfill the responsibilities of the Office.
      (6)   Meeting with and answering questions from the public.
      (7)   Conducting the necessary correspondence, inspections, license reviews, license issuance, requisitioning supplies and recommending the purchase of necessary equipment for the Office.
      (8)   Issuing a citation for violation of any applicable City of Hillview ordinance or Kentucky Revised Statute, and appearing at any scheduled court or administrative agency hearing concerning any citation.
      (9)   Report no less often than quarterly to the City Council on the activities of the Office.
   (B)   Qualifications.
      (1)   The applicant for the position of Citation Officer and Alcoholic Beverage Control Administrator shall have graduated from high school or have a high school equivalency certificate, be at least twenty-one (21) years of age, have no felony convictions, and be capable of reading, writing and communicating with the general public.
      (2)   No person shall be an administrator, an investigator, or an employee of the city or a consolidated local government under the supervision of the Citation Officer and Alcoholic Beverage Control Administrator who would be disqualified to be a member of the board under KRS 241.100.
   (C)   Tenure. The Citation Officer and Alcoholic Beverage Control Administrator shall be appointed by and serve at the pleasure of the Mayor.
   (D)   Compensation. The rate of compensation for the Citation Officer and Alcoholic Beverage Control Administrator shall be as established in the annual budget adopted by the city.
