(A) All animals shall be kept under restraint at all times. Dogs owned for guard or sentry purposes must be kept in an enclosure so constructed that the animals cannot stray therefrom. The premises must be posted "Beware of Dog."
(B) Any person having control of any animal on or in a public way or place shall be responsible for any and all mess made by such animal.
(C) If any dog or cat should be found dead in or upon any public way or place, the owner shall be responsible for disposal of same.
