§ 153.01 STATUTORY AUTHORIZATION.
   (A)   The Legislature of the Commonwealth of Kentucky has in KRS 82.082 and KRS 100 et seq. delegated to local government units the authority to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry.
   (B)   The City Council based on its experience with floods within the city adopts this chapter.
