The Mayor of his designee shall exercise all administrative functions of the city in relation to the operation of taxicabs regulated under this chapter. The Mayor or his designee shall have the authority to promulgate such rules and regulations as are necessary for the orderly and complete administration of this chapter. A copy of all rules and regulations promulgated pursuant to this chapter shall, for a nominal fee, be provided to all persons requesting a copy.
