The City Council shall act upon the application for a parade permit at the next regularly scheduled City Council meeting after the filing thereof. If the City Council disapproves the application, they shall mail to the applicant within three (3) days, Saturdays, Sundays and holidays excepted, the date upon which the application was rejected, a notice of their action, stating the reason for their denial of the permit.
