§ 91.11 REQUIREMENTS.
   The minimum construction/reconstruction requirements for streets, within the city, which shall be accepted by the city for perpetual maintenance, are as follows:
   (A)   The base of said roadway must be no less than eight (8) inches of compacted dense grade aggregate. Prior to placement of any aggregate for roadway construction, sub-base earth course shall be proof-rolled by the contractor in the presence of the City of Hillview Public Works representative. Deficient, unstable, or nonuniform area(s) shall be marked with spray paint and corrected to the satisfaction of said representative.
   (B)   Four-tenths (4/10) of one (1) gallon tack coat (per square yard) applied between the base and the asphalt coat.
   (C)   Surface base (Type 1.0 PG 70-22) or equivalent Class 2 Asphalt Base no less than two (2) inches in thickness.
   (D)   The asphalt placed upon the base is to be no less than two (2) inches (PG-76-22) or equivalent Class 3 Asphalt Surface.
   (E)   Street Design Standards to be followed for any street which is dedicated to public use are as follows:

   (F)   The owner or developer shall have prepared, by engineer, a complete and accurate bond estimate for the construction of the final bituminous surface course material, acceptable to the City of Hillview. The bond estimate shall be based upon estimated cost of final two (2)-inch surface course materials and installation, cleaning, tack coat installation, and clean up. A fifteen (15) percent contingency amount shall be added to the bond estimate. After the city approves the bond amount, the owner or developer shall submit the bond surety to the City Clerk. Upon notification that the construction bond and bond surety documents are complete and acceptable, the city shall affix its signature to the bond and said action shall constitute acceptance by the city. The initial bond shall be effective for a two (2) year period. The owner or developer shall have a maximum of two (2) years to complete the site improvements and final paving unless a time extension is granted by the city. Approved forms of bond surety are limited to the following: irrevocable letter of credit from any FDIC insured bank or lending institution acceptable to the city; cash-in-escrow that is escrowed at any FDIC insured bank or lending institution acceptable to the city; or performance or surety bond from a bond provider acceptable to the city.
