Within nine (9) months of the promulgation of a national categorical pretreatment standards, the industrial wastewater discharge permit of users subject to such standards shall be revised to required compliance with such standards within the time frame prescribed by such standards. Where a user, subject to national categorical pretreatment standards, has not previously submitted an application for an industrial wastewater discharge permit as required, the user shall apply for an industrial wastewater discharge permit within ninety (90) days after the promulgation of the applicable national categorical pretreatment standards. In addition, the user with an existing industrial wastewater discharge permit shall submit, to the City Engineer within ninety (90) days after the promulgation of an applicable federal categorical pretreatment standard, the information required by this chapter.
