(A) The city may pay for training and development classes for its employees in an effort to enhance their professional and personal growth and to improve the efficiency and effectiveness of the city's programs and operation.
(B) The city's ability to provide for this training will depend upon the availability of funds. The assistance will be determined on an individual basis and in a consistent and fair manner.
