(A) Notice of employment opportunities shall be publicized in a newspaper of general circulation in the city.
(B) Such notices shall:
(1) List the class in which vacancies are anticipated;
(2) List the nature of the work to be performed;
(3) List the qualifications for employment in the position;
(4) Tell when and where to file applications for employment in the position;
(5) Give whatever other pertinent information the City Council deems advisable; and
(6) Indicate that the city is an equal opportunity employer.
(C) All current city employees shall be notified at work of any vacancy. Such vacancies shall be filled by promotion of qualified employees whenever practical.
