Every taxi operator in the city shall identify any taxi so operated by applying and maintaining upon the taxi a decal or painted lettering and numbering of sufficient size, dimension and contrast to be clearly legible. The decal or painted lettering and numbering upon the vehicle shall be in conspicuous places on the right and left sides of the vehicle, giving the name of the operator and the telephone number to be called to engage taxi services.
