Upon application for a taxicab license in the city, such applicant shall submit for approval by Council at the time of approval of the application for a taxicab license, a schedule of maximum rates proposed to be charged by such applicant for such services as shall be offered. Upon approval by Council of the schedule of maximum rates no taxicab driver or person in control of any taxicab in the city shall charge a higher rate for such service. The schedule of maximum rates shall be posted in a conspicuous place in each taxicab and in each cab stand.
