(A) In the event the owner of a licensed taxicab ceases to own the vehicle, the Safety and Service Director is authorized to transfer the license to any other vehicle belonging to the owner provided the replacement vehicle meets the requirements of this chapter.
(B) On the sale of a licensed cab from one owner to another, the license shall be transferable only on a finding of convenience and necessity by the City Council in the same manner as an original application. If it is granted, the license may be transferred without additional fee for the remainder of the term for which the license was issued.
