This chapter, when passed by the City Council and accepted by the Highland Cable T.V., Ltd., shall, upon such passage and acceptance be and become a valid and binding contract upon the city and the grantee, if within 60 days after the passage of this chapter grantee files with the city a written acceptance of this chapter and the franchise herein granted, agreeing that it will comply with all the provisions hereof; that it will do and perform all things by this chapter and the franchise herein granted; and that it will refrain from doing all things prohibited by this chapter.
