The grantee agrees to provide a good quality of service to all residents in the city and to install modern equipment. Not less than 12 television channels shall be carried. The system shall be the highest quality that the current state of the art permits in systems of comparable size. Service shall be available to all residents within the corporation limits as existed December 31, 1980. When additional land is annexed after that date, extensions shall be made to that area and the residents therein whenever the population is 50 homes per mile or more.
