The grantee of the franchise in this chapter is Tele-Media Company of Tri-Counties, an Ohio general partnership hereinafter sometimes termed the grantee, is granted for a period of 15 years from February 7, 1983, a franchise or right to string, locate, or run coaxial cable, messenger cable, and guy wires in, through, over, under, and from the streets, sidewalks, and alleys of the city, to supply signals to the citizens, firms, and corporations of the city.
