§ 96.38 PLACING GOODS OR MERCHANDISE IN PUBLIC WAYS.
   It shall be unlawful for any person to place or deposit, or cause this to be done, on any sidewalk or public place within this city, any coal, box, barrel, crate, cask, keg, casting, lumber, goods, furniture, merchandise, or material of any sort, except for the purpose of transferring the article or material to or from a building or space adjacent to the sidewalk or public space. In such a case, the transfer shall be made without unnecessary delay, and the material transferred shall not be deposited on the sidewalk or public space so as to close the passageway or obstruct the gutters.
