No person shall throw, deposit, or cause to be thrown or deposited in or on any street, avenue, alley, sidewalk, or public ground of this city, any shavings, glass, chips, paper, straw, shells, cobs, cinders, mud, dung, filth, manure, rubbish, earth, sand, gravel, brick, stone, dirt, ashes, lumber, or other substances or thing by which any street, avenue, alley, sidewalk, or other public ground is obstructed, or by which any person passing through or on the sidewalk is impeded or annoyed.
