§ 96.36 TREES AND SHRUBS.
   (A)   No person shall set or plant a tree or shrub on any sidewalk, street, or other public ground unless authorized to do so by resolution of the City Council.
   (B)   No person shall keep or maintain any tree or shrub on, or which overhangs, any street, sidewalk, or public ground, unless the tree or shrub is trimmed so that the branches of the tree or shrub on, or which overhangs, any street, sidewalk, or public ground do not obstruct persons passing on the sidewalk, or interfere in any way with the free passage of any person or vehicle over any street, sidewalk, or public ground. Trees and shrubs shall be trimmed so that the branches do not obstruct the light from any public lamp.
