It shall be a nuisance for the owner of any hedge fence along any street, avenue, lane, alley, or public ground within this city to allow or permit the fence to be or remain at a greater height or width than six feet; or to leave the cuttings from the hedge on the public highways or grounds of the city for a greater length of time than five days.
