(A) No individual, company, or corporation shall excavate, obstruct, or cause to be excavated or obstructed, any street, alley, avenue, or public municipal grounds within the city, for any purpose whatsoever, without first obtaining a permit from the Safety and Service Director, subject to any rules and regulations that the City Council may from time to time prescribe and file in the office of the City Clerk.
(B) The permit shall state to whom the right is given, the purpose and extent of the right, and the time in which the right is to be exercised, together with any and all other conditions Council may from time to time adopt in their rules.
(C) Any individual, company, or corporation whose business requires frequent use of the streets, avenues, alleys, and public municipal grounds for purposes which may cause the excavation or obstruction of streets, avenues, alleys, or public municipal grounds, for purposes which may cause the excavation or obstruction of streets, avenues, alleys, or public municipal grounds, from time to time, must obtain a permit for each excavation.
(D) Any or all permits granted shall be wholly subject to the conditions prescribed by Council.
(E) The price for a street opening permit shall be $10 per application, and in addition thereto, the cost of material for filling in and repairing the hole by the city.
(F) In addition to the permit fees charged by this section, the Safety and Service Director may impose any conditions and restrictions as are necessary to maintain the street surface and condition and to prevent additional maintenance subsequent to the cut.
(G) No person shall dig or make any excavations in, beneath, or on any sidewalk, street, or public ground, or place any obstruction thereon, unless the excavation or obstruction is supplied during the hours of daylight with a lighted lamp or lantern, so placed at or above the excavation or obstruction as to serve as a danger signal.
