§ 96.18 FILLS.
   When fills are to be made in the construction of sidewalks, curbs, or gutters, they shall be made as follows.
   (A)   All wood or other material which will decompose shall be removed and replaced with earth or other filling like the rest of the foundations. Fills of clay or other material, which will settle after heavy rains or deep frosts, shall be tamped and laid in stratas not more than four inches in thickness, each stratum to be thoroughly tamped.
   (B)   When porous materials are used under drains of tile, they should be laid to the curb drain or gutter so as to prevent water accumulating and freezing under the sidewalk.
