§ 96.15 CONSTRUCTION OF PAVEMENT.
   (A)   The material for paving shall be of the best paving cement suitable to the climatic and local conditions of this city; and shall be laid according to the most approved methods for the construction of sidewalks, so as to prevent cracking or sinking of the pavement. The sidewalk shall be of a width as the City Council may fix by resolution when permission, as mentioned in division (B) of this section, to build a sidewalk is sought.
   (B)   No pavement shall be constructed without special permission obtained from the Safety and Service Director; and no pavement, other than cement, shall hereafter be constructed within this city unless the Council by resolution shall deem some other kind more adapted to certain streets or parts of streets within the city. The violation of this section shall be a misdemeanor.
