If any person wishes to remove, transport, or cause to be removed or transported, on any of the streets or alleys of this city, any building of any size or kind, he or she shall first obtain permission from the Safety and Service Director, who shall prescribe the time in which the building shall be removed. If any person shall obstruct any street or alley without permission, or shall fail to remove the building within the time prescribed by the Director, he or she shall be guilty of a misdemeanor.
