§ 96.02 KEEPING GUTTERS CLEAN.
   No owner or occupant of any lots or land abutting on any street or alley of this city, and on or along which lot or land there is any gutter or gutters, shall refuse, neglect, or fail to keep any gutter clear of grass, weeds, or accumulations of dirt, mud, or trash of any kind.
