For the purpose of establishing the grades of the streets, alleys, sidewalks, and sewers in the city and for the purpose of getting a standard or starting point from which to measure the grade, there is established a suitable monument on the east side of the Court House yard. This monument shall be the elevation of 1,132.0 feet as established by the United States Geological Survey.
