§ 92.15 PERMIT REQUIRED FOR WASTE COLLECTION.
   (A)   No person, firm, or corporation shall collect or transport garbage or other refuse within the city, for a fee, who does not possess a permit issued by the County Health Department and the Safety and Service Director, after the Safety and Service Director has satisfied himself or herself that the permittee is capable of complying with the requirements of this chapter. The permit may be revoked for cause by the Safety and Service Director at any time. The annual fee charged for a permit for an individual or firm to collect garbage and other refuse within the corporate limits of the city shall be $50 per each vehicle for all vehicles up to and including a load rating of one an done-half tons, and $100 per vehicle for all vehicles having a load rating in excess of one and one-half tons.
   (B)   A numbered inspection seal shall be affixed to and displayed on each vehicle approved for operation after inspection. No vehicle shall be operated for the collection of garbage and other refuse for hire within the city without this numbered seal so affixed and displayed thereon.
   (C)   Every person, firm, or business involved or concerned with the collection of waste, or hauling waste, garbage, offal, or rubbish, shall obtain the permit required in division (A) of this section from the City Clerk by applying at the office of the Safety and Service Director. The person, firm, or business must have a vehicle suitable to pass the safety inspection requirements of the state and the vehicle must be equipped to securely carry any loads without deposit or littering the highways or streets. The annual inspection and permit fee shall be $50 per vehicle for all vehicles up to and including a load rating of one and one-half tons, and $100 per vehicle for all vehicles having a load rating in excess of one and one-half tons, renewable on May 1 of each year.
   (D)   All permittees shall file with the Safety and Service Director an itemized list of fees charged.
