§ 90.21 DOGS ON STREETS OR PUBLIC GROUNDS.
   In addition to any other provision of the city code or statute, it shall be unlawful for any owner or harborer of any dog to permit the dog to run after and bark at any vehicle or person on the streets or public grounds within the corporate limits of the city.
