§ 32.037 SPECIAL OR TEMPORARY POLICE.
   (A)   The Safety and Service Director is hereby authorized to hire, at the rate established by ordinance from time to time, any special or temporary police officers necessary to maintain a full compliment of officers on duty in the Police Department in the event of temporary replacements for resignation, illness, accident, vacation, or injury in the line of duty.
   (B)   The special police officers shall be uniformed when on duty, and when on duty shall have the full power of arrest possessed by other officers. In addition, the special or auxiliary police may be detailed under the direction of the Chief of Police for surveillance or stake out activities in civilian dress, and if so assigned by the Chief of Police, shall be empowered to make arrests or engage in other activities as do full-time uniformed police officers.
   (C)   The auxiliary or special police appointed pursuant to the terms of this section shall receive so far as possible, all police schooling and training permitted by law. The auxiliary police are not eligible for membership in the Police Relief and Pension Fund. However, the special or auxiliary police officers shall be considered employees of the city when in uniform and on duty, or when assigned to surveillance activities, for the purpose of worker’s compensation. The members shall not be in the classified civil service of the city.
