§ 31.075 ELECTION; DUTIES.
   (A)   The President of Council shall be elected for a term of four years, commencing on January 1 next after his or her election.
   (B)   He or she shall be an elector of the city, and shall preside at all regular and special meetings of the City Council, but shall have no vote therein, except in case of a tie.
