§ 76.03  POLICE MAY REMOVE ILLEGALLY PARKED VEHICLE.
   Whenever any police officer finds a vehicle unattended upon any street or highway or in any place where the vehicle constitutes an obstruction to traffic, the officer may provide for the removal of the vehicle to the nearest garage or other place of safety, and the owner or operator of the vehicle shall be responsible for paying any charge or expense in connection therewith.
