The City Law Director is hereby authorized to contract from time to time for professional services of a special counsel to assist in the prosecutions in Municipal Court upon the following terms:
(A) Compensation shall be approved by the Law Director; and
(B) Such contract shall not exceed one year in duration and shall be paid from the appropriation for special counsel upon application and invoice from such special counsel certifying the hours expended and specifying the amount claimed, which shall also be approved and signed by the Law Director, who shall verify the quantity and quality of service provided.
