§ 51.078 GUARANTEE DEPOSITS.
   (A)   Each water customer who is not the fee owner of the premises occupied by the customer, shall be required to pay a $150 deposit to the Public Utilities Department at the time service is established for that customer. Deposits will be held and will be applied to last bill.
   (B)   If payment is made by a check that is dishonored, the check shall be forwarded to the City Police Department for investigation. An additional charge of $30 shall be assessed upon the customer for costs associated with the processing of the bad check.
