§ 51.061 ILLEGAL USE OF WATER.
   No person shall take water from any public or private hydrant, plug, street washer, draw-cock, hose, pipe, fountain, cistern, street reservoir, or fountain basin, which shall have been filled in whole or in part by or from the water works operated by the city, except for the purpose of extinguishing fires; or to in any way take water for private use which is furnished by the city water works without first paying for the water and receiving a permit from the Safety and Service Director to do so.
