§ 51.048 WATER METERS.
   (A)   All water meter installations shall be in an easily accessible place so that they may be easily read and serviced at all times. If a meter is to be disconnected or moved to a new location, the property owner shall give the Water Department notice of the move or disconnection. If the meter is to be moved outside by the Water Department at the Department’s initiative, the moving shall be free of charge. If the meter is moved outside at the customer’s request, the copper meter setter, meter tile, and cover shall be paid for by the property owner.
   (B)   The customer shall be responsible for the costs of repair, including parts and labor, and replacement of all water meters. All replacement meters must be purchased through the city. A separate miscellaneous bill for repairs or replacement charges will be sent to the customer. Payment of said bill shall be due 15 days after mailing. Failure to pay when due shall be a basis for disconnection unless satisfactory arrangement, under rules established by the Service Director, for installment payment is made by the customer.
   (C)   If a customer desires a water meter tested, the following charges will be made. All meters, up to one inch, $30, unless the meter is found to be defective in which case there is no charge for testing. Lines greater than one inch in diameter will be tested by the meter manufacturer and the customer will be billed for this testing based on the manufacturer’s testing fee.
   (D)   The city shall have the right of access to water meters and lines feeding meters at all reasonable times for the purpose of repairing, reading, removing, installing, or inspecting meters or lines. In the event that access is refused the water may be shut off and service will not be restored until a $60 “off and on charge” is paid to the city.
