The Safety and Service Director shall make, continue, and enforce any rules and regulations as may be necessary to enforce and implement the provisions of this subchapter and to provide for the safe, efficient, and economical management and operation of the waterworks system. Any rules and regulations, when not repugnant to any ordinance of the city, or the Constitution and laws of the state or the United States of America, shall have the same force and effect as an ordinance of City Council.
