§ 51.003 BULK WATER PURCHASING.
   (A)   Water may be purchased in bulk from the city for $1 per 100 gallons, and this rate shall remain the same unless amended by Council.
   (B)   The Safety and Service Director may establish the hours, times, and manner of delivery of the bulk water purchases, and may permit continuing customers to set up an account, payable monthly, provided such customers pay an initial set-up fee of $30.
   (C)   Bulk water haulers will be provided an access key when they initially begin their account. That key is the responsibility of the hauler; if the access key is lost there will be a $30 charge to replace that key. The set-up fee shall be refundable after customer returns their access key and account is paid in full.
   (D)   A casual user is considered as any individual purchasing bulk water 24 times a year or less. These individuals are not required to have an account. When they require bulk water they will notify the water plant and an employee of the water plant will provide them access to the fill station.
